Charles is a Certified Estimating Professional (CEP) with over three decades of experience in the construction industry working on multi-million and multi-billion dollar projects throughout the U.S. and around the world. Charles has many significant accomplishments that include:
- Leading the estimating efforts for independent program validation and reconciliation projects that resulted in significant cost savings to his clients and led to the funding of program additions and new initiatives.
- Conducting an independent and reliable cost estimate for a major Capital Improvement Program (CIP) program prior to committing the budget for the project. Charles efforts led to him undersigning the Letter to Certify the issuance of $796M as the aggregate principal amount of Special Project “Series 8 Bonds” to finance the overall program costs.
- Development of an independent cost estimate used to reconcile and negotiate GMP estimates for various bid packages on a $2B terminal renewal and improvement plan.
- Integration of estimate resources for construction trades and major materials into the program schedule; and transition of all estimate information into a BIM model use by the CM for project controls on a major rail expansion.
Of all of his accomplishments, the one Charles is most proud of is having the opportunity to mentor hundreds of fellow construction professionals across many industry sectors over the past 35 years.
Thom is a Chief Estimator with over 20 years of experience. He was born into a famous construction family and grew up watching skyscrapers, bridges and rail projects come to life before him. Growing up, Tom witnessed every stage of the process from relocation, to land clearing, to demolition, to new construction. It was no surprise that he would go into the family business. For over two decades, Tom has worked on aviation, rail, construction, and numerous development projects throughout the U.S. He is a highly sought subject matter expert with considerable risk assessment and market analysis experience.
Tom is an expert in construction means and methods for airport construction. He is knowledgeable in all aspects of Capital Improvement Program (CIP) development. He has led technical interviews with project sponsors and key stakeholders to create detailed plans. Through these efforts, he has prepared Master Plan estimates for several key aviation and transportation projects within the U.S., Canada and Europe.

Larry is a Certified Professional Estimator (CPE) with over 20 years of civil and facility estimating experience in construction, aviation and transportation, As a young man, Larry enjoyed playing with building blocks and creating complex structures. He took his creative skills and began working in construction performing various jobs including bricklaying, carpentry and electrical while attending college and earning a B.S. degree in Building Construction. Larry’s hands-on experience has served him well. He has prepared airport Master Plan estimates for several key HUBs within the U.S., Canada and Europe.
Larry frequently develops construction estimates for airport project managers and planners that required conceptualizing scope from conveyed information and developing Basis of Estimates and civil and structural estimates for the program/schematic and design phases. He also develops airport specific assembly databases from commercial data resources, such as R.S. Means, from which to facilitate the development of estimates.
Larry is known throughout the industry for his ability to simplify complex projects breaking them down into well defined and easy to understand components.
APR has obtained Minority Business Enterprise (MBE), Small Business Enterprise (SBE), and Disadvantaged Business Enterprise (DBE) certifications with certifying agencies at the state and local level. These certifications give us the opportunity to participate in special programs and pursue opportunities dedicated to growing small businesses and increase participation.
